How to hot wire an electric scooter?

I have an electric scooter. The keys and ignition tumbler both are missing. the electrical connector which should have been attached to the ignition contains three wires: blue, red, and black. How do I hot wire it to start? Can I use a three prong toggle switch on those wires and just run it like that? Im not interested in purchasing a new tumbler since a toggle switch will do just fine. I just need to know what to do with those three wires. and no, it's not stolen....i could think of a better things worth stealing than an 11mph electric scooter.
