How do I retrieve the funcionality of all the programms in my PC ?

I just thinik i eliminated the "virus" vista security 2012 from my PC , yet I can no longer fully use the softwares installed in my computer . How can I retrieve all of these and make them work again? My operative system is Windows Vista.
